Thailand: entertainment complex law

Land-based casinos inside resorts get a legal framework; online betting stays banned, legalisation by 2028 is under discussion.

What to do: Thailand stays crypto and fintech for now; watch the online betting bill.

Ireland · 1 April 2027 · Draft

Ireland: GRAI opens applications

The new regulator launches B2C and B2B licensing; a TV ad ban from 5:30 am to 9 pm and a mandatory social-impact fund are expected.

What to do: Ireland pairs with the UK on platforms; a separate licence and a separate budget.

New Zealand · 1 February 2027 · Adopted, taking effect

New Zealand: 15 online casino licences

The DIA runs an auction for a limited number of licences; advertising is allowed only to licensees, unlicensed domains are blocked by ISPs.

What to do: A small high-ticket market: do not enter without a licence; with one, search and YouTube.

Finland · 1 January 2027 · Adopted, taking effect

Finland: monopoly ends, licences open

Veikkaus loses its exclusive right to online casino and betting; private operator licences and advertising are allowed from 1 January 2027.

What to do: Apply 6–9 months before opening; first flights are search and Finnish-language placements.

Kenya · 1 November 2026 · Adopted, taking effect

Kenya: 15% excise on stakes and ad limits

The new budget introduces 15% on every stake and bans betting ads from 6 am to 10 pm on TV and radio; online only with a BCLB label.

What to do: Kenya’s Tier-3 unit economics are recalculated: the average ticket falls, M-Pesa stays.

Germany · 1 October 2026 · Adopted, taking effect

Germany: affiliate registration with the GGL

Comparison sites and creators advertising operators must register in the GGL registry; unlicensed placements are blocked by domain.

What to do: The DE whitelist is rebuilt: registry platforms only.

Chile · 15 July 2026 · Adopted, taking effect

Chile: online betting law passed

The SCJ will start issuing licences in 2027; until then advertising unlicensed operators is a violation and payment providers must block transfers.

What to do: Chile is paused until licences: keep the budget in Peru and Colombia, prepare the application.

Europe · 1 July 2026 · In force

EU: MiCA fully applies to crypto advertising

The transition period is over: exchange and token ads only from registered CASPs, with a mandatory risk warning and no return promises.

What to do: Ask the client for the CASP registration number before launch; KOL posts carry the same disclosure as ads.

Uzbekistan · 1 May 2026 · In force

Uzbekistan: online licences start

NAPU accepts online betting applications; payments only via Payme, Click and Uzcard, foreign operators through a local entity.

What to do: A new CIS market with an empty auction: Telegram and Uzbek-language search before competitors arrive.

UAE · 1 March 2026 · In force

UAE: first GCGRA online licences

The regulator issued the first online lottery and betting licences; advertising is allowed only to licensees and only domestically.

What to do: MENA stays closed to the unlicensed; the UAE moves to “partial” once the client holds a licence.

Kazakhstan · 15 February 2026 · In force

Kazakhstan: biometric sign-up

Bookmaker sign-up only via the central ID hub with biometrics; self-excluded players are blocked at payment-system level.

What to do: Recompute sign-up → deposit conversion: biometrics cut it by a third.

Netherlands · 1 January 2026 · In force

Netherlands: deposit limits and 24+ for high-risk games

The KSA introduced default deposit limits and banned slot targeting at 18–23-year-olds; influencer advertising is banned entirely.

What to do: For NL the media plan is search and affiliates 24+, no placements or streams.

India · 22 August 2025 · In force

India: real-money games banned

The Promotion and Regulation of Online Gaming Act closed betting, fantasy and rummy for money nationwide, including ads and payments.

What to do: India is crypto, fintech and non-betting content only; the diaspora in MENA and Tier-1 under local rules.

Brazil · 1 January 2025 · In force

Brazil: licensed market

Betting and online games run only under a federal SPA/MF licence; unlicensed advertising is banned, payments only through local providers.

What to do: Check the operator licence and the .bet.br domain before the media plan; PIX is mandatory.
